The goals of the CVITP grant are to defray some of the administrative costs that organizations incur in hosting tax preparation clinics so as to encourage growth and increase retention amongst existing CVITP participating organizations. The grant allocates funding based on the total number of federal returns an organization files to encourage growth and facilitate retention. The expectation is that by providing financial assistance to community organizations, it will encourage more organizations to participate in the CVITP and increase the retention rate of existing organizations. 2, record 1, English, - Community%20Volunteer%20Income%20Tax%20Program%20grant

2, record 1, French, - subvention%20du%20Programme%20communautaire%20des%20b%C3%A9n%C3%A9voles%20en%20mati%C3%A8re%20d%27imp%C3%B4t

Various factors contribute to wind turbine induced bird mortality, such as the wind turbine design and arrangement, bird species, and climatic variables.... The bird mortality rate increased in areas where turbines are located on ridges, on upwind slopes, or close to the bird migration routes. For example, if a wind farm is on a bird migratory route, birds have to avoid the wind farm and deviate from their usual route. The extra deviation work will increase the energy expenditure of the birds and reduce their survival rates. This wind farm barrier effect on birds is species-specific. 1, record 5, English, - wind%20farm%20barrier%20effect

[The] new Bayesian model estimates the proportion of pups that are unavailable to the survey because they have moved out of the area. The new birth distribution model should be used to refit the complete time series of pup production in order to incorporate it in future assessments. This is the second assessment that has resulted in a significant downward revision in the previous estimate of grey seal abundance. These changes are due to a slowing in the rate of increase in pup production, using a different assessment model, and a new male : female sex ratio. The new model provides a significant downward revision in estimated juvenile survival and indicates that the dynamics of the grey seal population are changing relatively rapidly in a manner that is not well understood. 3, record 14, English, - downward%20revision

A hydraulic fracture is formed by pumping the fracturing fluid into the wellbore at a rate sufficient to increase the pressure downhole to a value in excess of the fracture gradient of the formation rock. The pressure causes the formation to crack, allowing the fracturing fluid to enter and extend the crack farther into the formation. To keep this fracture open after the injection stops, a solid proppant, commonly a sieved round sand, is added to the fracture fluid. The propped hydraulic fracture then becomes a high permeability conduit through which the formation fluids can flow to the well. 2, record 21, English, - hydraulic%20fracture

2, record 29, French, - plante%20compagne

One characteristic of a dry-pipe system is a delay in time between the opening of a sprinkler and the discharge of water, which may allow the fire to spread and more sprinklers to open. The delay is due to the time required to exhaust the air from the sprinkler piping. In order to provide an economic climate conducive to the creation of jobs, it was also announced at the time that in 1995, the premium rate would not be allowed to increase to the required statutory rate of approximately $3. 30 but would be frozen at $3. 07 and that program expenditure reductions were required to offset the revenue loss from the decision to freeze the 1995 premium rate. 2, record 47, English, - loss%20of%20income

The general principles of chemical-reaction kinetics apply to enzyme-catalyzed reactions, but they also show a distinctive feature not usually observed in nonenzymatic reactions, saturation with substrate.... At a low substrate concentration, the initial reaction velocity vo is nearly proportional to the substrate concentration, and the reaction is thus approximately first order with respect to the substrate. However, as the substrate concentration is increased, the initial rate increases less, so that is is no longer nearly proportional to the substrate concentration; in this zone, the reaction is mixed order. With a further increase in the substrate concentration, the reaction rate becomes essentially independent of substrate concentration and asymptotically approaches a constant rate. 3, record 65, English, - saturation

... a soil/duff drought index [developed by Keetch and Byram (1968]) that ranges from 0 (no drought) to 800 (extreme drought) and is based on soil capacity of 8 inches of water. The Keetch Byram Drought Index(KBDI) provides a daily measure of soil dryness, which, in turn, gives an indication of water stress in plants. The KBDI represents the net effect of precipitation and evapotranspiration in producing cumulative moisture deficiency in deep duff or upper soil layers. The KBDI has a range from 0(no drought or soil moisture deficiency, i. e. soil at field capacity) to 2000(extreme drought, maximum soil moisture deficiency possible). The index can be viewed as the amount of rain needed to bring the soil back to saturation, with one mm of rain reducing the index by 10 points. The 0-2000 point scale is divided into three drought classes : 0-999=Low; 1000-1499=Moderate; 1500-2000=High. The KBDI is simple to calculate as it uses only two, daily weather observations-maximum temperature and 24-hour rainfall. The system functions in a book-keeping fashion where estimates of daily evapo-transpiration and measurements of precipitation increase or decrease the value of yesterdays index. The KBDI by itself is not a Fire Danger Rating System as it gives no indicate of the ease of ignition of the vegetation, or of the rate of fire spread, fire intensity and difficulty of control. It does however serve as a useful measure of drought occurrence. 7, record 73, English, - Keetch%2DByram%20drought%20index

Typical of spring dormant season following winter precipitation. 200 - 400: Typical of late spring, early growing season. Lower litter and duff layers are drying and beginning to contribute to fire intensity. 400 - 600: Typical of late summer, early fall. Lower litter and duff layers actively contribute to fire intensity and will burn actively. 600 - 800: Often associated with more severe drought with increased wildfire occurrence. Intense, deep burning fires with significant downwind spotting can be expected. On forcing a cell suspension at high pressure through a narrow orifice, the rapid pressure drop provides a very powerful means of disrupting the cells. In practice it is simple to design equipment to subject the cell suspension to shear forces before releasing the pressure. By changing the pressure applied, cells may be disrupted completely or only sufficiently to release periplasmic enzymes.... [Experimentors have] used a liquid shear system for the disruption of chloroplasts. The suspension was passed through a needle valve at pressures up to 20, 000 p. s. i. and a flow rate of 10 ml/min. Under these conditions, rupture of E. coli was indicated by an increase in glutamic acid decarboxylase activity. 2, record 74, English, - liquid%20shear
Record number: 74, Textual support number: 1 OBS
In practical terms liquid shear is associated with the generation of heat. As a result subsequent increases in the temperature of the suspension of up to 40 °C may be encountered. Cell suspensions must, therefore, be introduced to the apparatus at 0-4°C to minimise loss of enzyme activity. If recycling is used then cooling before re-entry is essential. Equally, with this type of equipment the best results are obtained by using a homogeneous cell suspension. Irregular particle sizes owing to filamentous or pelleted growth modes reduce the efficiency of cell breakage. 3, record 74, English, - liquid%20shear

This article briefly describes the PRRS(porcine reproductive and respiratory syndrome), which arose in the winter of 1990 in Germany and other European countries... The clinical picture of this new disease, which led to important economical losses is dominated by 1. an increased rate of reduced length of pregnancy with late abortion before day 110 or an increased length of pregnancy; 2. an increase in stillborn piglets; 3. a larger scale of preweaning mortality combined with a higher frequency of secondary infections... Pathological findings in piglets are subcutaneous edema, accumulation of fluids in the body cavities and sometimes interstitial pneumonia is observed... At present a non-classified virus, isolated by Dutch researchers is proposed to be the causative agent and named Lelystad virus. 4, record 77, English, - porcine%20reproductive%20and%20respiratory%20syndrome

An increase in wages or salary means that the wage or salary amount is augmented, enlarged, or expanded. This implies that an amount was added to the wages or salary, therefore, constituting a newly agreed rate of pay for the work performed. Often an increase of salary is given retroactively. This occurs during contract renewal where workers continue to perform their duties at their former rate of pay while the contract is being negotiated. When the contract is finally signed and there is a new agreement as to an increased salary level, that new salary is often effective at an earlier date. In this case, payment must be made retroactively to compensate for the difference under the old contract and the increased salary level under the new contract. In other cases, an employer may unilaterally give an increase in salary that may also be retroactive. These retroactive increases in wages or salary are specifically excluded from consideration as earnings. 5, record 80, English, - retroactive%20pay%20increase

7, record 80, French, - augmentation%20r%C3%A9troactive%20de%20salaire

Phenomenon which arises as a result of the build-up of a layer of rejected solute at the membrane surface which impedes solvent flow. The resistance to flow due to this layer thus increases until a point is reached where the rate of diffusion of solute away from the polarization layer equals the rate of deposition. This phenomenon also explains why the solvent flux often becomes invariant with an increasing transmembrane pressure drop. Although solvent flux through a membrane is a hydraulic pressure-activated process and should increase with increasing pressure, a point is reached where the rate of build-up of the solute polarization layer is such that flow is impeded and further increases in pressure have no effect. 2, record 87, English, - concentration%20polarization
