OBS

In 1990, PWGSC (Public Works and Government Services Canada), now PSPC (Public Services and Procurement Canada), sought and received TB (Treasury Board) approval to require non-reimbursing departments to reimburse PWGSC for unprogrammed expansion requirements. With this authority, PWGSC developed the Expansion Control Framework Policy.
