In June 1998, Indonesia proposed a limited autonomy for East Timor within Indonesia. In light of this proposal, the talks made rapid progress and resulted in a set of agreements between Indonesia and Portugal, signed in New York on 5 May 1999. The two Governments entrusted the Secretary-General of the United Nations with organizing and conducting a popular consultation in order to ascertain whether the East Timorese people accepted or rejected a special autonomy for East Timor within the unitary Republic of Indonesia. To carry out the consultation, the Security Council established the United Nations Mission in East Timor(UNAMET) on June 1999. The 5 May agreements stipulated that, after the vote, UNAMET would oversee a transition period pending implementation of the decision of the East Timorese people. On 19 October 1999, the Indonesian People's Consultative Assembly formally recognized the result of the consultation. Shortly thereafter, on 25 October, the United Nations Security Council established the United Nations Transitional Administration in East Timor(UNTAET) as an integrated, multidimensional peacekeeping operation fully responsible for the administration of East Timor during its transition to independence.

Building Independence is a series of unique programs that help low-income people find jobs and enhance supports to stay employed. Since the initiative's introduction in 1997, 41 per cent fewer families depend on social assistance. During this time, the province has seen a reduction of 6, 800 families and almost 15, 000 children relying on social assistance. In addition, there has been a substantial increase in after-tax disposable income for families working for minimum wage and the lowest social assistance caseload since 1991.

Formally, [federalism] would appear to exist when the following features may be found in a political entity :(a) a division of powers between central and regional governments;(2) a certain degree of independence between central and regional governments;(3) direct action on the people by the central regional governments; and(4) some means of preserving the constitutional division of powers. The Windsor-Detroit International Freedom Festival is a multi-day festival celebrated jointly by the cities of Detroit, Michigan and Windsor, Ontario to commemorate each country's respective National Day(US Independence Day on July 4 and Canada Day on July 1). It is organized by the Parade Company, a not for profit organization governed by the Michigan Thanksgiving Parade Foundation. It has a long list of sponsors. The celebration draws large crowds of around a million people. Traditionally, several days of events planned, ending with one of the world's largest fireworks displays, sponsored by Target. On the Windsor side, there is a midway consisting of carnival rides and concessions during the festival.

The Charlottetown Accord was a package of constitutional amendments, proposed by the Canadian federal and provincial governments in 1992. It was submitted to a public referendum on October 26 of that year, and was defeated. Unlike the Meech Lake Accord, the Charlottetown Accord's ratification process provided for a national referendum. Three provinces--British Columbia, Alberta and Quebec--had recently passed legislation requiring that constitutional amendments be submitted to a public referendum. As well, Quebec premier Robert Bourassa had pledged, contingent on the results of the Charlottetown negotiations, to hold a referendum that year on either Quebec independence or a new constitutional agreement. British Columbia and Alberta agreed to participate in the federal referendum, but Quebec opted to conduct its own separate vote.(For that reason, Quebeckers "temporarily" living outside the province could have two votes, since they were enumerated to the voters’ list based on federal rules, but people relatively new to Quebec could not vote at all because they had not established residency.) The Accord had to be approved not only by a majority of voters nationally, but also by a majority of voters in each province. If it failed in just one province, the accord would not pass.
