The Human Resources Council(HRC) was founded in 1992 as the Personnel Renewal Council(PRC), to be a strong voice for Heads of Human Resources and the HR community on issues affecting the strategic direction of HR management in the Public Service. The PRC changed its name to the Human Resources Council in November 1998. The HRC will continue to strengthen its current role as an independent strategic advisor. Specifically, the HRC will work to influence the direction of, and provide support to, the Central Agencies on the development of HR policy and the development of the HR Community on major issues of concern. In fulfilling this role, the HRC will identify HR management's needs and the operational impact of Central Agency HR policy initiatives and approaches on service delivery to Canadians and on the delivery of HR services within departments, agencies and separate employers, including advising Central Agencies whenever capacity issues need to be addressed or taken into account. The HRC will selectively address key elements of the HR framework and key strategic issues affecting the HR function, in accordance with the HRC vision and strategic agenda, which it will set annually in partnership with Central Agencies. Le Conseil des ressources humaines (CRH), auparavant le Conseil du renouvellement du personnel (CRP), a été créé en 1992 pour donner aux chefs des ressources humaines et à la collectivité des RH la possibilité d'infléchir les décisions stratégiques liées à la gestion des RH dans la fonction publique. Le CRP a été rebaptisé Conseil des ressources humaines en novembre 1998. Le CRH continuera de consolider son rôle actuel en tant que conseiller stratégique indépendant. En particulier, le CRH s'efforcera d'influencer l'orientation que prendront les organismes centraux à l'égard de l'élaboration des politiques des RH et du développement de la collectivité des RH. Pour bien s'acquitter de ce rôle, le CRH définira les besoins des gestionnaires des RH et les répercussions opérationnelles qu'auront les initiatives et approches des organismes centraux liés aux politiques des RH sur la prestation des services aux Canadiens et sur la prestation des services de RH aux ministères, aux organismes et aux employeurs distincts. Il avisera par ailleurs les organismes centraux que des questions liées à la capacité d'exercer cette fonction devront être prises en compte. Le CRH se penchera de façon sélective sur les principaux éléments du cadre de gestion des RH, et sur les principales questions stratégiques touchant à la fonction de gestion des RH, conformément à la vision et au programme d'activités stratégiques du CRH qu'il établira tous les ans, en collaboration avec les organismes centraux.
