In May 1976, the Federation of Saskatchewan Indian Nations entered into a federation agreement with the University of Regina, creating the Saskatchewan Indian Federated College(SIFC). The Agreement provided for an independently administered university-college, the mission of which is to serve the academic, cultural and spiritual needs of First Nations students. On June 21, 2003, the Saskatchewan Indian Federated College officially changed its name to the First Nations University of Canada. The mandate of the Indian Claims Commission is to address disputes arising out of the specific claims process. This process is based on Canada’s Specific Claims Policy called Outstanding Business, which was published in 1982.

Government policy divides claims into two categories: specific and comprehensive. Specific claims arise from the breach or non-fulfillment of government obligations found in treaties, agreements, or statutes. Comprehensive claims are based on unextinguished aboriginal title.

In 1991, the policy was reviewed to include pre-Confederation claims, and the introduction of “fast-track” claims(where the claim settlement is not expected to exceed $500, 000). The following recommendations were made at that time : the establishment of Indian Specific Claims Commission on an interim basis; the creation of a joint Assembly of First Nations(AFN)/Canada working group; and the establishment of a permanent independent claims body.

In 1930, the Saskatchewan Treaty Protection Association was formed to protect the Treaty Rights of Indians in the Fort Qu'Appelle area. During the 1940's it became the Protective Association for Indians and their Treaties. In 1943, the Association of Indians of Saskatchewan became the largest organization in Saskatchewan. In 1946, a conference was convened by the Government of Saskatchewan at which 60 representatives of the Cree, Sioux, Saulteaux and Assiniboine Tribes of Saskatchewan discussed the feasibility of forming a single Indian organization. A resolution was passed favouring such establishment. Follow up meetings of Saskatchewan Indian leaders representing all Saskatchewan Bands were held at Duck Lake and Saskatoon. This resulted in the formation of the Union of Saskatchewan Indians. In 1957, a conference of Saskatchewan Chiefs and Councillors laid plans for a new organization. A second conference in 1958 resulted in the Federation of Saskatchewan Indians. By the late 1970's the swift pace of the political developments of the Federation of Saskatchewan Indians(FSI) led to the drive for reorganization of the structure and Constitution of the Federation. On April 16, 1982, the Saskatchewan Chiefs agreed to form Canada's first Indian Legislative Assembly. The political convention they signed re-structured the FSI, so that the provincial governing body is no longer a non-profit society but a true federation of nations. Now known as the Federation of Saskatchewan Indian Nations, the Chiefs control the executive and administrative functions of government at the band, tribal council and provincial levels of Indian Government.

It is situated in a private, park-like setting on the edge of scenic Round Lake. In 1991, the federal government established the Indian Claims Commission. It was based on a model proposed during consultations with First Nation organizations, and was created as an independent advisory body with authority to hold public inquiries into specific claims that have been rejected by the government. The Commission was also mandated to provide mediation to help First Nations and government, at any stage in negotiations, reach claim settlements.

Indian and Northern Affairs Canada. Band Support Funding(BSF) is one component of First Nation Indian Government Support Funding programs. The BSF was established in 1982, as a formula based contribution program and was designed to assist First Nations meet the costs of local government and the administration of departmentally funded services.
