The Agenda for First Nations and Inuit Mental Health was completed, in June 1991, by a committee consisting of representatives from the Assembly of First Nations Health Commission, several First Nations and a Labrador Inuit community, as well as senior officials from Health Canada and Indian and Northern Affairs. In May 1976, the Federation of Saskatchewan Indian Nations entered into a federation agreement with the University of Regina, creating the Saskatchewan Indian Federated College(SIFC). The Indian Special Constable Program was subsequently created, also known as the RCMP 3(b) program. This program was administered by the RCMP [Royal Canadian Mounted Police] with a 60/40 cost sharing by the federal government and the provinces and had a number of objectives that were similar to those established later in the First Nations Policing Policy(FNPP). Le Programme des gendarmes spéciaux des bandes, également connu sous le nom de «Programme 3(b) de la GRC», est alors créé. The Professional and Institutional Development Program is a proposal-based program which funds governance capacity development projects. In 1930, the Saskatchewan Treaty Protection Association was formed to protect the Treaty Rights of Indians in the Fort Qu'Appelle area. During the 1940's it became the Protective Association for Indians and their Treaties. In 1943, the Association of Indians of Saskatchewan became the largest organization in Saskatchewan. In 1946, a conference was convened by the Government of Saskatchewan at which 60 representatives of the Cree, Sioux, Saulteaux and Assiniboine Tribes of Saskatchewan discussed the feasibility of forming a single Indian organization. A resolution was passed favouring such establishment. Follow up meetings of Saskatchewan Indian leaders representing all Saskatchewan Bands were held at Duck Lake and Saskatoon. This resulted in the formation of the Union of Saskatchewan Indians. In 1957, a conference of Saskatchewan Chiefs and Councillors laid plans for a new organization. A second conference in 1958 resulted in the Federation of Saskatchewan Indians. By the late 1970's the swift pace of the political developments of the Federation of Saskatchewan Indians(FSI) led to the drive for reorganization of the structure and Constitution of the Federation. On April 16, 1982, the Saskatchewan Chiefs agreed to form Canada's first Indian Legislative Assembly. The political convention they signed re-structured the FSI, so that the provincial governing body is no longer a non-profit society but a true federation of nations. Round Lake Treatment Centre is an accredited 36-bed alcohol and drug abuse treatment facility located on the Okanagan Indian Reserve near Vernon in British Columbia's Okanagan Valley. Programs in addictions treatment are offered to clients from throughout the province, with a focus on holistic healing and First Nations’ culture. It is situated in a private, park-like setting on the edge of scenic Round Lake. Round Lake Treatment Centre is funded by the Governments of Canada and British Columbia through grants provided by First Nations & Inuit Health Branch(federal) and Interior Health Authority(provincial). Affaires indiennes et du Nord Canada. Le Programme de financement du soutien des bandes (FSB) fait partie des programmes de financement de l'appui aux gouvernements des Premières nations. Créé en 1982 sous forme de programme de contribution basé sur une formule, le Programme de FSB a été conçu pour aider les Premières nations à couvrir les coûts du gouvernement local et à assurer l'administration des services financés par le Ministère. This National Gathering, sponsored by the Assembly of First Nations(AFN) and Indian and Northern Affairs Canada(INAC), is part of the AFN/INAC Joint Initiative for Policy Development(Lands and Trust Services). The Joint Initiative started in August 1997 with the goal of changing INAC' s policies and operations in ways that would be beneficial for First Nations. The central idea behind the Initiative is to put First Nations in the lead of the policy development process.
