The Agenda for First Nations and Inuit Mental Health was completed, in June 1991, by a committee consisting of representatives from the Assembly of First Nations Health Commission, several First Nations and a Labrador Inuit community, as well as senior officials from Health Canada and Indian and Northern Affairs. In 1991, the federal government established the Indian Claims Commission. It was based on a model proposed during consultations with First Nation organizations, and was created as an independent advisory body with authority to hold public inquiries into specific claims that have been rejected by the government.
