Small Island Developing States Network(SIDSnet) is a direct follow-up to the 1994 Barbados Programme of Action(BPoA). In July 1991, the federal government responded to the Chiefs’ submission by creating the Indian Specific Claims Commission as a Commission of Inquiry.

The mandate of the Indian Claims Commission is to address disputes arising out of the specific claims process. This process is based on Canada’s Specific Claims Policy called Outstanding Business, which was published in 1982.

Government policy divides claims into two categories: specific and comprehensive. Specific claims arise from the breach or non-fulfillment of government obligations found in treaties, agreements, or statutes. Comprehensive claims are based on unextinguished aboriginal title.

In 1991, the policy was reviewed to include pre-Confederation claims, and the introduction of “fast-track” claims(where the claim settlement is not expected to exceed $500, 000). The following recommendations were made at that time : the establishment of Indian Specific Claims Commission on an interim basis; the creation of a joint Assembly of First Nations(AFN)/Canada working group; and the establishment of a permanent independent claims body.

In 1930, the Saskatchewan Treaty Protection Association was formed to protect the Treaty Rights of Indians in the Fort Qu'Appelle area. During the 1940's it became the Protective Association for Indians and their Treaties. In 1943, the Association of Indians of Saskatchewan became the largest organization in Saskatchewan. In 1946, a conference was convened by the Government of Saskatchewan at which 60 representatives of the Cree, Sioux, Saulteaux and Assiniboine Tribes of Saskatchewan discussed the feasibility of forming a single Indian organization. A resolution was passed favouring such establishment. Follow up meetings of Saskatchewan Indian leaders representing all Saskatchewan Bands were held at Duck Lake and Saskatoon. This resulted in the formation of the Union of Saskatchewan Indians. In 1957, a conference of Saskatchewan Chiefs and Councillors laid plans for a new organization. A second conference in 1958 resulted in the Federation of Saskatchewan Indians. By the late 1970's the swift pace of the political developments of the Federation of Saskatchewan Indians(FSI) led to the drive for reorganization of the structure and Constitution of the Federation. On April 16, 1982, the Saskatchewan Chiefs agreed to form Canada's first Indian Legislative Assembly. The political convention they signed re-structured the FSI, so that the provincial governing body is no longer a non-profit society but a true federation of nations. Now known as the Federation of Saskatchewan Indian Nations, the Chiefs control the executive and administrative functions of government at the band, tribal council and provincial levels of Indian Government.

Programs in addictions treatment are offered to clients from throughout the province, with a focus on holistic healing and First Nations’ culture. It is situated in a private, park-like setting on the edge of scenic Round Lake. Round Lake Treatment Centre is funded by the Governments of Canada and British Columbia through grants provided by First Nations & Inuit Health Branch(federal) and Interior Health Authority(provincial). Round Lake provides residential addictions treatment for persons in recovery.

It was based on a model proposed during consultations with First Nation organizations, and was created as an independent advisory body with authority to hold public inquiries into specific claims that have been rejected by the government.
