The committee's work, which followed a two-year Health Canada study of the mental health status of First Nations populations, included a series of regional consultations.

The Indian Special Constable Program was subsequently created, also known as the RCMP 3(b) program. This program was administered by the RCMP [Royal Canadian Mounted Police] with a 60/40 cost sharing by the federal government and the provinces and had a number of objectives that were similar to those established later in the First Nations Policing Policy(FNPP). In 1991, after the introduction of the First Nations Policing Policy(FNPP), the RCMP “changed the status of the ‘Indian Special Constables’ by making them full members” and the name of the program was changed to the Aboriginal Community Constable Program(ACCP).

On March 8, 1991 the creation of the Aboriginal Women and Economic Development Steering Committee was announced. A total of $840, 000 was provided over four years for the initiative which has been cost-shared between the departments of Status of Women Canada, Human Resources Development, Indian and Northern Affairs, and Industry Canada. The Steering Committee was incorporated in November, 1991 as a non-profit incorporation entitled Economic Development for Canadian Aboriginal Women.

Treaties of friendship. From the agreements so far published in the United Nations Treaty Series, the local citizenship of Commonwealth State has been given positive recognition as the predominant national status on the international plane. Following the partition of the Indian sub-continent ad the emergence of the States of Pakistan and India, separate Treaties of Friendship were concluded by each of these States in the name of their respective "citizens" or "nationals" with Iran, Turkey and Syria. [...] These bilateral treaties provided for the maintenance or establishment of diplomatic and consular relations "in conformity with", or "on the basis of", "international law and practice" between the Contracting Parties. While some of these treaties merely instituted a base for the subsequent negotiation and conclusion of agreements to establish reciprocal rights for the respective citizens of the two States, others made immediate provision guaranteeing rights and privileges to the citizens of one State in the territory of the other.
