The Chemawawin Indian Band is located adjacent to the community of Easterville of the South-East shore of Cedar Lake. In 1963, the band was relocated from this site when the Grand Rapids hydro station was constructed and extensive areas of the reserve were flooded. The band chose the Denbeigh Point area as reserve No. 3 on Lake Winnipegosis as a land entitlement under the Grand Rapids Forebay Agreement. The band is signatory to Treaty 5 signed in 1875.

In 1930, the Saskatchewan Treaty Protection Association was formed to protect the Treaty Rights of Indians in the Fort Qu'Appelle area. During the 1940's it became the Protective Association for Indians and their Treaties. In 1943, the Association of Indians of Saskatchewan became the largest organization in Saskatchewan. In 1946, a conference was convened by the Government of Saskatchewan at which 60 representatives of the Cree, Sioux, Saulteaux and Assiniboine Tribes of Saskatchewan discussed the feasibility of forming a single Indian organization. A resolution was passed favouring such establishment. Follow up meetings of Saskatchewan Indian leaders representing all Saskatchewan Bands were held at Duck Lake and Saskatoon. This resulted in the formation of the Union of Saskatchewan Indians. In 1957, a conference of Saskatchewan Chiefs and Councillors laid plans for a new organization. A second conference in 1958 resulted in the Federation of Saskatchewan Indians. By the late 1970's the swift pace of the political developments of the Federation of Saskatchewan Indians(FSI) led to the drive for reorganization of the structure and Constitution of the Federation. On April 16, 1982, the Saskatchewan Chiefs agreed to form Canada's first Indian Legislative Assembly. The political convention they signed re-structured the FSI, so that the provincial governing body is no longer a non-profit society but a true federation of nations. Now known as the Federation of Saskatchewan Indian Nations, the Chiefs control the executive and administrative functions of government at the band, tribal council and provincial levels of Indian Government.

In 1973, the federal government recognized two broad classes of claims - comprehensive and specific. Comprehensive claims are based on the assessment that there may be continuing Aboriginal rights to lands and natural resources. These kinds of claims come up in those parts of Canada where Aboriginal title has not previously been dealt with by treaty and other legal means. The Claims are called "comprehensive" because of their wide scope. They include such things as land title, fishing and trapping rights and financial compensation.

In march 0f 1985, an Indian Fishing Agreement was reached that did much to diffuse an explosive fishing conflict in waters governed by the treaty of 1836. The tribes agreed to concentrate their commercial fishing in the extreme northern parts of Lake Michigan and Huron and in eastern Lake Superior in exchange for exclusive commercial rights there, which left the rest of the lakes available to the important sport fishery and state-licensed commercial fishermen.

Treaties of friendship. From the agreements so far published in the United Nations Treaty Series, the local citizenship of Commonwealth State has been given positive recognition as the predominant national status on the international plane. Following the partition of the Indian sub-continent ad the emergence of the States of Pakistan and India, separate Treaties of Friendship were concluded by each of these States in the name of their respective "citizens" or "nationals" with Iran, Turkey and Syria. [...] These bilateral treaties provided for the maintenance or establishment of diplomatic and consular relations "in conformity with", or "on the basis of", "international law and practice" between the Contracting Parties. While some of these treaties merely instituted a base for the subsequent negotiation and conclusion of agreements to establish reciprocal rights for the respective citizens of the two States, others made immediate provision guaranteeing rights and privileges to the citizens of one State in the territory of the other.

As further examples of servitudes one may take the rights of access actually enjoyed with respect to enclaves. Three instances are available, those along the Dutch-Belgian frontier, those of Portugal in India, and West Berlin. The importance of tacit arrangements as creating rights is illustrated by the Rights of Passage case decided by the International Court of Justice with respect to the enclaves of Portugal in India which are separated from Goa. These were acquired by treaty in 1779, from a local Indian prince, whose successor in title, Great Britain, permitted access. Portugal relied on a local custom of access and also on general customary law concerning access. The Court upheld Portugal' s limited right of access as the outcome of "a practice clearly established between two States which was accepted by the Parties as governing the relations between them. "The right of access to Berlin is not completely guaranteed in the documents relating to Allied occupation of the city, but is alleged to be incidental to the right to be in Berlin.
