Indirect victims are those who are linked to direct victims in such a way that they too suffer as a result of that relationship, such as family members of the direct victim. Secondary victims are persons who have suffered harm in intervening to assist victims in distress or witnessed the victimization. Tertiary victims refer to community members. Terrorism, unlike guerrilla warfare, does not attack military or government centers with the desire to take power. Rather terrorism targets unsuspecting victims to publicize their cause and create panic among the strong. The terrorist hopes that by randomly attacking "off limit" targets, it will create a fear so intolerable that despite power the victim will surrender to the terrorists’ demands. Thus, terrorism is an indirect strategy to accomplish direct and specific goals. 1, record 7, English, - indirect%20strategy
