The WOCE-SVP programme developed as a partnership between the Atlantic Oceanographic and Meteorological Laboratory in Miami and the Marine Environmental Data Service in Ottawa. In 1974, when the Expanded Programme on Immunization was launched by the World Health Organization(WHO), less than 5% of the world's children were immunized against the six initial target diseases-diphtheria, tetanus, pertussis(whooping cough), polio, measles, and tuberculosis-during their first year of life.
