... le zonage... est présenté... comme "la" technique juridique par excellence du contrôle de l'utilisation du sol. En effet, les autres techniques telles que lotissement, homologation, expropriation restent considérées comme beaucoup moins courantes et même parfois exceptionnelles. Il s'agit de synonymes géographiques. Au Canada, on parle en termes de «contrôle», et comme en anglais, on applique le mot tantôt à l'ensemble des pouvoirs et interventions exercés par l'autorité publique, tantôt à un seul de ces moyens (p. ex. le zonage est un contrôle de l'utilisation du sol).
