CARPAS was established by a Resolution of the FAO Conference in 1961. The area covered by the Commission is the Southwest Atlantic and inland waters of member States(Part of FAO Statistical Area 41). Membership is restricted to FAO Member Nations which belong to the American Continent and have coasts bordering on the Western Atlantic Ocean South of the Equator. The Commission is financed and administered by FAO.
