In recent years, the performance of supercomputers skyrocketed, and at the same time, the access for data scientists to high performance computing technologies has been democratized, offering to policy makers the unprecedented opportunity for creating tailored policy using a completely synthetic population. Policy simulation models can take as input synthetic individuals that resemble the actual ones but are stripped out of their identities, as they are synthetic by design. Synthetic individuals are created by interlinking census data, behavioural surveys and other available data sets and the result is a synthetic population with average statistics similar to the actual one by design, to the point that one is not able to tell if an individual belongs to the real or to the synthetic population, with the advantage of being relieved of most privacy concerns.

This is one of the six modules of PWGSC' s [Public Works and Government Services Canada] Common Departmental Financial System(CDFS). The budget portion of the Budget and Forecasting Module allows input of financial, full time equivalent, or statistical data, either by keyboard or by an upload of an ASCII file. This data can be input as one amount or spread by period(month, quarter, etc.). This portion of the Module allows users to identify budget transfers as temporary or permanent. It also provides for a budget entry at the lowest level, that will reference a client defined control point and distribute the budget amounts down from the reference point to the lowest level respecting the allotment controls that are in place in the Financial Control Table(allotment data). The forecast portion of the Module allows for the input of financial, full time equivalent, or statistical data, by keyboard or an upload. Data can be input as one amount which overwrites the current amount.
