The Atlantic Provinces Special Education Authority(APSEA) is an interprovincial cooperative agency established in 1975 by joint agreement among the Ministers of Education of New Brunswick, Newfoundland, Nova Scotia, and Prince Edward Island. The agreement provided for the creation of the Atlantic Provinces Special Education Authority and authorized it to provide educational services, programs, and opportunities for persons from birth to 21 years of age with low incidence sensory impairments. This includes children and youth who are deaf, deaf-blind, hard of hearing, blind, or visually impaired and who are residence of Atlantic Canada. The APSEA Agreement is the only one of its kind in Canada, and such, may serve as a model for service delivery at a regional level. The Link to Health program, a gentle fitness program for adultsover 55, began in 1969 as the "Fun and Fitness" program in Western Canada. In 1996, the Canadian Red Cross re-designed it to have a more holistic approach and renamed it Link to Health. It began as "Fun and Fitness" in the Toronto Region in 1991 and has grown and changed over the years to what it is today. Originally offered in nursing homes and senior's centers, Link to Health eventually moved to more accessible locations for seniors who live independently in their communities. A pinwheel starts its life as a snowball, which begins to roll downhill and gains mass. It only takes away the surface layers of the snow and generally indicates warming of the snow surface.
