After Cabinet approval, the Main Estimates are printed up in a form usually referred to as the Blue Book and tabled in the House of Commons... The [spending] estimates for the various departments are then given to an appropriate standing committee of the House of Commons to be considered in detail. The committees then report back to the House of Commons and the estimates of all the departments are passed through parliament as one bill like any other piece of legislation. When this Supply Bill has passed through parliament and been assented to by the Governor General, it becomes(an) Appropriation Act...

The Comité de législation is one of the standing ministerial committees of the Cabinet. Under its enabling order, the Committee is mandated to prepare, on behalf of the Conseil exécutif, opinions on the legislative or regulatory implications of the memorendums and other documents that it receives from the Conseil exécutif, the Secretary General of the Conseil exécutif, or the Chair of the Comité de législation. Once a decision has been made by the Conseil exécutif, the Committee is also mandated to ensure the legislative and legal consistency of the ensuing bill and the amendments that will be made when this bill is presented in the National Assembly. In addition, the Comité de législation can issue guidelines concerning the drafting of statutes and regulations.

Le Comité a aussi pour mandat de s'assurer, une fois la décision prise par le Conseil exécutif, de la cohérence législative et juridique du projet de loi qui en découle et des amendements qu'on voudra y apporter, une fois ce projet de loi présenté à l'Assemblée nationale. Le Comité de législation peut en outre donner des directives concernant la rédaction des lois et des règlements.
