Our Association was founded in 1975 to provide training for all municipal personnel who are engaged in the administration or the enforcement of legislation governing the maintenance, occupancy, repair and improvement of property and the environment. In 1990, our mandate was expanded to include training for municipal committee members and provincial government employees who are involved with Property Standards. A further expansion of our program occurred in 1992 to allow private individuals such as property managers, property owners, real estate agents and others, the opportunity to become better aquainted with Property Standards By-laws and enforcement procedures.

The Federal Committee on Environmental Management Systems was formed to provide leadership in the development and implementation of the environmental management system, and is one of the main committees under the Environmental Accountability Partnership. Co-chaired in 1995 by Environment Canada and Transport Canada, the committee's objectives are to develop : a generic environmental management framework and promote its implementation within the federal government; an action plan to address liabilities related to past practices, taking into consideration both federal and provincial legislation; and tools and mechanisms that can help departments manage existing and emerging environmental issues, including mechanisms for monitoring progress.

The Minister of Human Resources Development(HRD) will present an Action Plan for reform in April and the Standing Committee on Human Resources Development will soon begin public hearings culminating in a report to Parliament in the Fall. New legislation will be introduced before the end of 1994.
