The first Representative Assembly of the Colony of Newfoundland was elected in 1833 and named the House of Assembly. This name continued to be used for the elected Chamber when the Colony was granted Responsible Government in 1855. In February, 1934 the Constitution of the Dominion of Newfoundland was suspended. At the time of suspension there were two Houses of Parliament namely : the Legislative Counsel, the Upper House and the House of Assembly, the Lower elected House. When Newfoundland joined Canada in 1949, the Terms of Union as set forth in the British North American Act of 1949(now cited the Newfoundland Act) provided that the Constitution of the Legislature of Newfoundland as it existed immediately prior to February of 1934 would continue as the Constitution and the Legislature of the Province from the date of union. Although the Legislative Counsel was not continued at the time of Confederation, the Lower House or the House of Assembly became the elected Parliament of the Province and the name House Assembly continued to be used after 1949 in the same manner as it was originally used in 1833. The Secrétariat à la législation is one of the secretariats of the Secrétariat général du Conseil exécutif. Consisting of an associate secretary general, an assistant secretary, two legislation advisors, and secretariat employees, this body assists the Comité de législation in its work. On behalf of the Comité de législation or at the request of the Secrétariat général du Conseil exécutif, the Secrétariat à la Législation analyzes the briefs and bills that must be brought to the Committee s attention. It makes sure that the work associated with the drafting of bills in government departments and agencies is carried out according to a timetable that permits the implementation of the government s legislative program. The Secretariat coordinates all of the revision work related to the bills that the government intends to propose in the National Assembly. In 1930, the Saskatchewan Treaty Protection Association was formed to protect the Treaty Rights of Indians in the Fort Qu'Appelle area. During the 1940's it became the Protective Association for Indians and their Treaties. In 1943, the Association of Indians of Saskatchewan became the largest organization in Saskatchewan. In 1946, a conference was convened by the Government of Saskatchewan at which 60 representatives of the Cree, Sioux, Saulteaux and Assiniboine Tribes of Saskatchewan discussed the feasibility of forming a single Indian organization. A resolution was passed favouring such establishment. Follow up meetings of Saskatchewan Indian leaders representing all Saskatchewan Bands were held at Duck Lake and Saskatoon. This resulted in the formation of the Union of Saskatchewan Indians. In 1957, a conference of Saskatchewan Chiefs and Councillors laid plans for a new organization. A second conference in 1958 resulted in the Federation of Saskatchewan Indians. By the late 1970's the swift pace of the political developments of the Federation of Saskatchewan Indians(FSI) led to the drive for reorganization of the structure and Constitution of the Federation. On April 16, 1982, the Saskatchewan Chiefs agreed to form Canada's first Indian Legislative Assembly. The political convention they signed re-structured the FSI, so that the provincial governing body is no longer a non-profit society but a true federation of nations. The Comité de législation is one of the standing ministerial committees of the Cabinet. Under its enabling order, the Committee is mandated to prepare, on behalf of the Conseil exécutif, opinions on the legislative or regulatory implications of the memorendums and other documents that it receives from the Conseil exécutif, the Secretary General of the Conseil exécutif, or the Chair of the Comité de législation. Once a decision has been made by the Conseil exécutif, the Committee is also mandated to ensure the legislative and legal consistency of the ensuing bill and the amendments that will be made when this bill is presented in the National Assembly.
