The Iraqi Revolutionary Command Council was established after the military coup in 1968, and was the ultimate decision making body in Iraq before the 2003 American-led invasion. It exercised both executive and legislative authority in the country, with the Chairman and Vice Chairman chosen by a two-thirds majority of the council. The Comité de législation is one of the standing ministerial committees of the Cabinet. Under its enabling order, the Committee is mandated to prepare, on behalf of the Conseil exécutif, opinions on the legislative or regulatory implications of the memorendums and other documents that it receives from the Conseil exécutif, the Secretary General of the Conseil exécutif, or the Chair of the Comité de législation. Once a decision has been made by the Conseil exécutif, the Committee is also mandated to ensure the legislative and legal consistency of the ensuing bill and the amendments that will be made when this bill is presented in the National Assembly. Le Comité de législation est l'un des comités ministériels permanents du Conseil exécutif.
