On April 27, 2004, Canada's new National Security Policy was unveiled. The Policy announced that there would be an allocation of funds from the International Assistance Envelope to create a Counter-Terrorism Capacity Building(CTCB) Program to be administered by Foreign Affairs Canada. Newfoundland and Labrador Housing Corporation is the housing arm of the provincial government. NLHC was incorporated on May 9, 1967, following a series of housing conferences held through the province. Indian and Northern Affairs Canada. Band Support Funding(BSF) is one component of First Nation Indian Government Support Funding programs. The BSF was established in 1982, as a formula based contribution program and was designed to assist First Nations meet the costs of local government and the administration of departmentally funded services. Since 1985, the BSF operates under broad authorities provided by Indian and Northern Affairs Canada(INAC) in the form of a grant, and derives its legislative authorities from Annual Parliamentary appropriations and Treasury Board authorities.
