Rather than foster full recognition of both English and French in Canadian society, the actions of the Department of Justice would result in diminished opportunities for their use. The breach of obligations under section 41 must also be seen in light of the principle of official language equality under section 16 of the Charter, as well as the recognition that governments in Canada should advance by way of legislative action the equality of status or use of French and English. In 1930, the Saskatchewan Treaty Protection Association was formed to protect the Treaty Rights of Indians in the Fort Qu'Appelle area. During the 1940's it became the Protective Association for Indians and their Treaties. In 1943, the Association of Indians of Saskatchewan became the largest organization in Saskatchewan. In 1946, a conference was convened by the Government of Saskatchewan at which 60 representatives of the Cree, Sioux, Saulteaux and Assiniboine Tribes of Saskatchewan discussed the feasibility of forming a single Indian organization. A resolution was passed favouring such establishment. Follow up meetings of Saskatchewan Indian leaders representing all Saskatchewan Bands were held at Duck Lake and Saskatoon. This resulted in the formation of the Union of Saskatchewan Indians. In 1957, a conference of Saskatchewan Chiefs and Councillors laid plans for a new organization. A second conference in 1958 resulted in the Federation of Saskatchewan Indians. By the late 1970's the swift pace of the political developments of the Federation of Saskatchewan Indians(FSI) led to the drive for reorganization of the structure and Constitution of the Federation. On April 16, 1982, the Saskatchewan Chiefs agreed to form Canada's first Indian Legislative Assembly. The political convention they signed re-structured the FSI, so that the provincial governing body is no longer a non-profit society but a true federation of nations. The family patrimony is composed of the following property owned by one or the other of the spouses : the residences of the family or the rights which confer use of them, the movable property with which they are furnished or decorated and which serves for the use of the household, the motor vehicles used for family travel and the benefits accrued during the marriage under a retirement plan. This patrimony also includes the registered earnings, during the marriage, of each spouse pursuant to the Act respecting the Québec Pension Plan or to similar plans. The earnings contemplated in the second paragraph and accrued benefits under a retirement plan governed or established by an Act which grants a right to death benefits to the surviving spouse where the marriage is dissolved as a result of death are, however, excluded from the family patrimony. Property devolved to one of the spouses by succession or gift before or during the marriage is also excluded from the family patrimony. On April 27, 2004, Canada's new National Security Policy was unveiled.
