This applies as much where the rebels’ object is to establish a new state as where they aim at the overthrow and replacement of the government of an existing state. Such recognition has the sole effect of absolving the recognising state from treating the rebels as law-breakers : the legitimate government is still owed all the rights(and still owes all the duties) that the government of a state habitually exercises over its territory and population.
