Record number: 1, Textual support number: 1 CONT
A carousel scheme involves false commercial transactions and a lengthy paper trail intended to convince government agencies that a business is eligible for large tax refunds on export sales. The fraudster creates fictitious sales and transfers to accomplice companies. The goods continue to be sold through a series of controlled companies, each liable to pay the GST [goods and services tax], before the goods are finally exported as sales of zero-rated supplies. The companies in the chain disappear without remitting the GST, and the final supplier claims a refund. This process can be repeated many times, resulting in the goods circulating in the same fashion as a carousel. 4, record 1, English, - carousel%20scheme
Record number: 1, Textual support number: 2 CONT
There are different aggressive schemes within Canada’s GST/HST [goods and services tax/harmonized sales tax] system, but the one that [the Canada Revenue Agency sees] often is referred to as a "carousel" scheme. The name "carousel" comes from the circular manner in which the transactions flow through a fabricated supply chain. This scheme involves a group of entities who work together to sell goods to each other, or, at times, provide the appearance of selling goods. In this supply chain, at least one registrant, known as the "missing trader," charges GST/HST but does not remit it to the government. 5, record 1, English, - carousel%20scheme

6, record 1, French, - stratag%C3%A8me%20frauduleux%20de%20type%20carrousel

When an irate citizen demands that a disfavored public official be impeached, the citizen clearly intends for the official to be removed from office. This popular use of "impeach" as a synonym of "throw out"(even if by due process) does not accord with the legal meaning of the word. When a public official is impeached, that is, formally accused of wrongdoing, this is only the start of what can be a lengthy process that may or may not lead to the official' s removal from office. The simplest form of engineered trench, or shallow land burial, relies mainly on the properties of the excavated overburden and the geohydrologic properties of the site for containment. The intent is to ensure that the travel time of radionuclides from the waste to the human environment via groundwater is long compared to the nuclide half lives. Travel time is long because of low hydraulic gradients, soils of low water permeability and high contaminant adsorption, and lengthy pathways across exclusion zones. 4, record 22, English, - trench
Record number: 22, Textual support number: 2 CONT
Illustration of a shallow land burial facility (engineered trench). ... Figure 9 outlines the engineered trench option. In this option, the major characteristics are that: . wastes are placed below grade (in suitable hydrogeological conditions) in trenches having a specially prepared bottom that incorporates a drainage system; . there is an earthen cover over the wastes that easily can incorporate additional engineered barriers; . structural stability is not provided by the disposal facility; and . for structural stability, voids between the waste containers are filled with sans or earthen materials - bulk wastes may be compacted. 5, record 22, English, - trench
Record number: 22, Textual support number: 3 CONT
Shallow-land burial in trenches was the original low-level waste disposal practice at the beginning of the nuclear era. The method originally consisted in emplacing the wastes in trenches dug into the ground at depths ranging from 3 to 6 m and covering the emplaced wastes with about 1 m of soil. 1, record 22, English, - trench
Record number: 22, Textual support number: 4 CONT
Burial trenches without additional engineered barriers can be used provided that radionuclides will migrate into groundwater beneath the site at an acceptable rate. 1, record 22, English, - trench

As used in this context, the word "engineered" refers to the fact that features and materials have been designed or selected to accomplish certain functions. In shallow land burial the materials are usually natural rather than man-made. 4, record 22, English, - trench

In 1991, in order to publicize Japan's regime of enforced prostitution during the Second World War, activists started to collect data about the women victims of sexual slavery. After 50 years of silence, women survivors, in their 70s and 80s, came forward to demand justice and redress. One of the main outcomes of this lengthy and sustained documentation work was the Women's International War Crimes Tribunal on Japanese Military Sexual Slavery. The Tokyo Tribunal, as it came to be called, was held in December 2000 in Tokyo. The Tribunal was attended by 70 victims and more than 1100 participants. Earth observation satellites are used to observe the earth surfaces, sea surfaces, ocean currents, clouds, etc., from space. Observation instruments are installed on satellites for remote sensing purposes. There is a relatively short development time for a long duration mission. Once launched, it has the advantage of being able to observe wide areas. Instrument operations can be easily performed from the console of a ground control station. Issues with satellite-based remote sensing are as follows : a lengthy development time from planning to actual operations, significant initial investments, risk of launch failure and inability to repair the satellite up in space. 1, record 31, English, - observation%20satellite

2, record 31, French, - satellite%20d%27observation

The primary function of a port grain terminal is either to load or unload ships, depending on whether it is an export or an import facility. In transshipment facilities, both functions are involved. Regardless of the type of terminal, however, the emphasis is on throughput. Storage capacity is incidental and can normally be limited to the minimum required to eliminate interruptions in the transshipment function. Other factors of course can have a bearing on storage capacity, such as the existence of local onshore markets or anticipated lengthy delays in ship movement. The geographical location of the terminal will determine which of these or other factors must be considered. 1, record 46, English, - port%20grain%20terminal

1, record 46, French, - silo%20portuaire

For diagnosis, the system simply updates the probabilities in the student's matrix with methods from probability theory. When problem classes occur for the first time, ad hoc heuristics generate a seed probability. Kimball claims that the probabilistic approach allows precise measurements of student learning revealing its discontinuities. He suggests that the identification of these discontinuities, which are apparently associated with failures, is an important pedagogical task. Kimball goes into a lengthy technical argument to support the applicability of his probabilistic approach to modeling the student, mainly from the standpoint of independence of the probabilities associated with the various approaches. Many of his concerns actually apply to other modular representations, such as rule-based ones, used more recently for student modeling. 2, record 70, English, - probabilistic%20approach
