For a certain number of years, there existed at St. Norbert, Province of Manitoba, a certain number of men associated together in a religious association called Les Cisterciens réformés, and commonly known as Trappists. The said men, by their petition, prayed that Les Cisterciens réformés should be incorporated : Reverend Fathers Jean-Baptiste Gaudin, Marie-Louis de Bourmont, Marie-Paul Pelletier, Marie-Pie Barriquant, Marie-Joseph Levardois. Their prayer was granted and resulted in the enactment of An Act to incorporate "Les Cisterciens Réformés", assented to Febuary 26, 1908.

A memorandum of understanding between the Government of Canada, the Government of Manitoba, the Association of Bilingual Municipalities, and the Economic Development Council for Manitoba established a joint committee and a framework document for ongoing co-operation between the three levels of government for economic and human resources development in Manitoba's Francophone community. This type of joint committee, to the extent that it actually designs and implements an integrated development plan for the official language minority of a province, strongly reflects the spirit of section 43 of Part VII of the Act. It appears that similar approaches involving service-focussed, multilateral co-operation may also be in the works in Atlantic Canada.

In 1881 a mill was begun in Winnipeg and the first elevator in Manitoba appeared at Gretna. This was a calculated move for the arrival of the first Manitoba hard wheat in Britain had been a sensation. The early tests on the Manitoba product confirmed a grain of unsurpassable quality.

The Grain Inspection Act of 1904 clarified and consolidated the previous inspection legislation without, however, making substantive changes. Again in response to requests from producers, the government appointed a Royal Commission.
