The act that became law on April 1, 1912, represented a consolidation and general revision of the oft-amended Manitoba Grain Act and the Grain Inspection Act. In 1881 a mill was begun in Winnipeg and the first elevator in Manitoba appeared at Gretna. This was a calculated move for the arrival of the first Manitoba hard wheat in Britain had been a sensation. The Grain Inspection Act of 1904 clarified and consolidated the previous inspection legislation without, however, making substantive changes. Again in response to requests from producers, the government appointed a Royal Commission.
