In 1969, an amendment to the Parole Act led to what is today known as day parole. Under this type of parole, an offender must return to prison or a community residential centre each evening. Therefore, as day parole use grew, so did the need for centres for offender accommodation and supervision. In 1973, William Outerbridge, a professor of criminology at the University of Ottawa(who later became chairperson of the National Parole Board), conducted a study of community-based residential centres.... Following this report, the Secretariat of the Solicitor General of Canada organized a national forum on community-based residential centres. At the conclusion of this forum, the privately run Quebec centres formed the Association des membres des centres résidentiels communautaires du Québec, a move facilitated by the fact that the majority of the centres were already members of the Quebec Association of Social Rehabilitation Agencies.

Ce genre de libération nécessite un retour au pénitencier ou à un centre résidentiel communautaire chaque soir. Comme on y a recours de plus en plus fréquemment, il faudra de plus en plus de centres pour héberger et encadrer les libérés. En 1973, William Outerbridge, professeur de criminologie à l'Université d'Ottawa, qui deviendra président de la Commission nationale des libérations conditionnelles, fait une étude sur les centres résidentiels communautaires. [...] À la suite de son Rapport, le Secrétariat du Solliciteur général organise un Forum national sur les centres résidentiels communautaires. Au retour de cette rencontre, les centres du Québec forment l'Association des membres des centres résidentiels communautaires du Québec.
