The MTSCP was initiated in January 2003 with a commitment to introduce background checks of workers at marine facilities and ports. Her purpose is to reduce the risk of security threats by preventing unlawful interference with the marine transportation system by conducting background checks on marine workers who perform certain duties or who have access to certain restricted areas. The MTSCP will enhance the security of the marine transportation system, benefiting the public, passengers, marine workers, and operators of vessels, ports and marine facilities. The MTSCP is not a new program. Rather, it is an expansion of the existing Transportation Security Clearance Program, which has been in place at Canada's airports since 1985.

Le PHSTM a été lancé en janvier 2003 avec l'engagement de procéder désormais à des vérifications des antécédents de ceux qui travaillent dans les ports et les installations maritimes. Le PHSTM vise à réduire le risque de menaces pour la sûreté et à prévenir les interventions illicites dans le réseau de transport maritime grâce à des vérifications des antécédents des travailleurs du secteur maritime qui remplissent certaines fonctions ou ont accès à certaines zones réglementées. Le PHSTM accroîtra la sûreté du réseau de transport maritime, ce qui profitera au public, aux passagers, aux travailleurs du secteur maritime et aux exploitants des bâtiments, des ports et des installations maritimes. En réalité, il ne s'agit pas d'un nouveau programme, mais plutôt d'une extension du Programme d'habilitation de sécurité en matière de transport, qui existe dans les aéroports du Canada depuis 1985.
