The Canadian Joint Incident Response Unit Chemical, Biological, Radiological and Nuclear(CJIRU-CBRN) is an integral component of CANSOFCOM [Canadian Special Operations Forces Command], and provides a rapid response capability for SOF [special operations forces] missions throughout the world. Domestically, CJIRU-CBRN is a branch of the National Chemical Biological Radiological and Nuclear and Explosive(CBRNE) Response Team in association with the RCMP [Royal Canadian Mounted Police] and Public Health Agency of Canada(PHAC), responsible for CBRN counter-terrorism operations. Additionally, they provide direct and indirect CBRN support to CANSOFCOM operations. Nuclear Power Demonstration reactor. This was the prototype CANDU reactor, and the first power reactor in Canada. It was located upstream of AECL' s Chalk River laboratories, along the Ottawa River's south shore(i. e. in Ontario). The reactor had a maximum continuous output of 22 MWe gross(19. 5 MWe net)... The reactor was built as a joint AECL/Ontario Hydro/Canadian General Electric project, and was initially intended to use a vertically-fuelled pressure vessel reactor. The design was changed in 1957 to natural uranium fuel bundles in horizontal pressure tubes in unpressurized heavy water moderator, with on-line refuelling. These are hallmarks of the CANDU reactor. The reactor had 132 fuel channels(each fuel channel comprised a pressure tube inside a calandria tube) and the coolant leaving the channels was 7. 2 MPa and 277°C. The main reactivity control was by adjusting the heavy-water moderator level, which could be rapidly dumped for fast shut down. In Canada, a Special Threat Assessment Group(STAG) was formed in 1976 as an interdepartmental committee to assess, prevent, contain or otherwise assist in the response to terrorist threats and incidents involving the use of nuclear, biological, or chemical agents. Chaired by an official of Health Canada, it is comprised of medical professionals and scientists charged with assessing a threat's credibility, feasibility, magnitude and potential of likely consequences, as well as helping to identiy the medical and physical resources required to respond. In addition, there is a Nuclear, Biological and Chemical(NBC) Response Team belonging to the Canadian Forces, attached to the NBC School at CFB Borden, Ontario. It is capable of providing on-site advice and technical assistance in isolating, containing, and assessing the hazard; providing any necessary first aid and removal of casualties; collecting and packaging samples for later analysis; and supervising decontamination or clean-up operations. All used nuclear fuel in Canada is currently held on site in interim storage facilities, which are safe, secure and environmentally sound. Interim storage of used nuclear fuel at a nuclear facility typically consists of two phases known as wet storage and dry storage. Initially, used nuclear fuel bundles are stored under water in bays or pools after they have been removed from the reactors. These reinforced, leak-proof facilities enable the fuel to cool off in a shielded and secure facility. Canada's export control guidelines were adopted as a national regime consistent with our international obligations as specified by COCOM(the Coordinating Committee for Multilateral Strategic Export Controls) of which Canada had been a member since 1950. COCOM was originally intended to preserve Western technological superiority by reducing the flow of military, dual-use and nuclear technologies from Western industrial nations to the Soviet bloc and other Communist countries. COCOM was abolished on March 31, 1994, and has been replaced by a modified agreement.
