La sûreté d'une installation nucléaire à l'arrêt, en cours de déclassement ou en phase intermédiaire d'attente, de même qu'en fonctionnement, repose essentiellement sur l'existence de barrières entre la source de nuisance d'une part, l'homme et l'environnement de l'autre. Le terme de barrières désigne tous les éléments de construction qui assurent la protection contre l'irradiation par des écrans (mur, blindage) qui absorbent l'énergie des rayonnements, et le confinement de la contamination (enceinte étanche ou en dépression, dispositif de ventilation destiné à maintenir cette dépression, filtres pour arrêter les poussières contaminantes).

Le terme «confinement» désigne aussi la «précaution prise contre la dispersion de quantités inacceptables de matières radioactives au-delà d'une région contrôlée, même en cas d'accident de réacteur». Ce terme est aussi communément utilisé pour désigner le système de confinement lui-même.

Certain components of the nuclear reactor assembly, after years of service, may develop primary water stress corrosion cracking. If such cracking occurs in pressure boundary components, the potential to generate leak paths for the pressurized water coolant exists. Such leak paths could lead to a leakage of coolant water outside the pressure vessel and into the surrounding containment building, thereby creating a potential hazard.

Irradiation-Induced Stress Corrosion Cracking of Austenitic Stainless Steels. In recent years, failures of reactor internal components have been observed after the components have reached neutron fluence levels... The general pattern of the observed failures indicates that as nuclear plants age and fluence increases, various apparently nonsensitized austenitic stainless steels become susceptible to intergranular failure... Irradiation produces defects and defect clusters in grain matrices and alters the dislocation network, dislocation loop, and dislocation channel structures, leading to radiation-induced hardening. Irradiation also leads to changes in the stability of second-phase precipitates and the local chemistry near grain boundaries, precipitates, and defect clusters.
