The Canadian Joint Incident Response Unit Chemical, Biological, Radiological and Nuclear(CJIRU-CBRN) is an integral component of CANSOFCOM [Canadian Special Operations Forces Command], and provides a rapid response capability for SOF [special operations forces] missions throughout the world. Domestically, CJIRU-CBRN is a branch of the National Chemical Biological Radiological and Nuclear and Explosive(CBRNE) Response Team in association with the RCMP [Royal Canadian Mounted Police] and Public Health Agency of Canada(PHAC), responsible for CBRN counter-terrorism operations. Additionally, they provide direct and indirect CBRN support to CANSOFCOM operations. The Anti-Ballistic Missile Treaty(or ABM Treaty) was a treaty between the United States of America and the Union of Soviet Socialist Republics on the limitation of the anti-ballistic missile(ABM) systems used in defending areas against missile-delivered nuclear weapons. On May 26, 1972, the President of the United States, Richard Nixon and the General Secretary of the Communist Party of the Soviet Union, Leonid Brezhnev signed the Anti-Ballistic Missile Treaty. The treaty was in force for thirty years, from 1972 until 2002. Although isotopes exhibit nearly identical electronic and chemical behavior, their nuclear behavior varies dramatically. Atomic nuclei consist of protons and neutrons bound together by the strong nuclear force. Because protons are positively charged, they repel each other. Neutrons, which are electrically neutral, allow some separation between the positively charged protons, reducing the electrostatic repulsion and stabilizing the nucleus. For this reason neutrons are necessary for two or more protons to be bound into a nucleus. As the number of protons increases, additional neutrons are needed to form a stable nucleus; for example, although the neutron/proton ratio of3He is 1/2, the neutron/proton ratio of238U is greater than 3/2. The US Navy's Fleet Satellite Communications System(FLTSATCOM) is a constellation of five operational satellites used by both the Navy and Air Force as well as the presidential command network. The system with a design life of five years, serves as a secure communications link between the three users. Each satellite has 23 communications channels, 10 of which are used by the Navy for communication between its land forces, ships and aircraft. Another important type of non-Newtonian fluid is a viscoplastic or "yield stress" fluid. This is a fluid which will not flow when only a small shear stress is applied. The shear stress must exceed a critical value known as the yield stress... for the fluid to flow. For example, when you open a tube of toothpaste, it would be good if the paste does not flow at the slightest amount of shear stress. We need to apply an adequate force before the toothpaste will start flowing. So, viscoplastic fluids behave like solids when the applied shear stress is less than the yield stress. Once it exceeds the yield stress, the viscoplastic fluid will flow just like a fluid.
