A household is said to be in core housing need if its housing falls below at least one of the adequacy, suitability, or affordability standards and it would have to spend 30 per cent or more of its before-tax income to pay the median rent of alternative local housing that is acceptable, that is, meets all three standards. Adequate dwellings are those reported by their residents as not requiring any major repairs. Suitable dwellings have enough bedrooms for the size and make-up of resident households, according to National Occupancy Standards(NOS) requirements. Our Association was founded in 1975 to provide training for all municipal personnel who are engaged in the administration or the enforcement of legislation governing the maintenance, occupancy, repair and improvement of property and the environment. In 1990, our mandate was expanded to include training for municipal committee members and provincial government employees who are involved with Property Standards. PWGSC [Public Works and Government Services Canada] provides office space in accordance with the Framework for Office Accommodation and Accommodation Services and the PWGSC Office Accommodation Allocation Limits appended to that document. Departments can develop MOA [Master Occupancy Agreements] with PWGSC which will then take precedence over the generic standards. This document describes the 4 GRPs [Generic Requirements Packages] which PWGSC developed to act as models for the more specific tenant requirements contained in the MOA. Note that while a housing code does exist in the United States, Canada does not have a housing code per se. Our "housing code" consists of a combination of federal, provincial and municipal legislation. All housing must meet the requirements set down by the National Building Code as well as the provincial building codes. Most municipalities have passed some type of by-law regulating the standards for maintenance and occupancy of property(the specific name of the by-law varies from municipality to municipality--some of the most common designations being "property standards by-law", "maintenance and occupancy by-law" and "minimum standards by-law". Essentially, the legislation sets minimum standards for plumbing, heating, lighting, ventilation, structural soundness, occupancy and maintenance responsibilities of occupants in order to ensure that dwellings remain fit for human habitation. 1, record 8, English, - housing%20code

Il est à remarquer que, contrairement aux États-Unis et à la France par exemple, le Canada ne dispose pas d'un "code du logement" national (appelé "Code de l'habitation" en France). Les lois qui régissent la construction, l'occupation et l'entretien des immeubles d'habitation se trouvent réparties entre le Code national du bâtiment, les Codes du bâtiment de chaque province et des règlements municipaux établissant des "normes relatives à l'occupation et à l'entretien des immeubles résidentiels" ou encore, des "normes d'habitabilité des immeubles résidentiels". Si la désignation officielle de ces règlements se fait généralement et à peu près en ces termes dans les municipalités du Québec, il n'est pas moins vrai que le terme "code du logement" y figure souvent comme sous-titre ou titre abrégé, et que c'est sous ce nom qu'on y réfère couramment dans l'usage. Many municipalities... impose occupancy standards relating to the social composition of households--restricting the residence of unrelated roomers, for example--which have the effect of constraining the available supply of housing for certain groups. An occupancy standard can also be expressed as a numerical value when it is based on the number of bedrooms needed to accommodate households of different sizes and compositions adequately but not luxuriously.
