A P3 [public-private partnership] is an infrastructure delivery model that integrates the various phases of the asset life cycle into one long-term performance-based agreement. Through the P3 model, the government can transfer to the private sector many of the risks and responsibilities of the design, construction, financing, operation and maintenance of federal infrastructure.

The Atlantic Provinces Special Education Authority(APSEA) is an interprovincial cooperative agency established in 1975 by joint agreement among the Ministers of Education of New Brunswick, Newfoundland, Nova Scotia, and Prince Edward Island. The agreement provided for the creation of the Atlantic Provinces Special Education Authority and authorized it to provide educational services, programs, and opportunities for persons from birth to 21 years of age with low incidence sensory impairments. This includes children and youth who are deaf, deaf-blind, hard of hearing, blind, or visually impaired and who are residence of Atlantic Canada. The APSEA Agreement is the only one of its kind in Canada, and such, may serve as a model for service delivery at a regional level. Operational costs are shared among the four provinces.

Human Resources Development Canada expanded its relationships with the Aboriginal Management Boards. The network of Regional and Local Aboriginal Management Boards has continued to expand. Four One Agreement Model(OAM) pilot sites to test Aboriginal delivery mechanisms completed their first year of operation in 1993-94.

Le réseau des commissions régionales et locales de gestion autochtones a poursuivi son expansion. In comparing the long-term mean of an actual concentration record and that predicted by a long-term model, one cannot expect exact agreement because the time average of the concentration record is not necessarily equal to the time average of the ensemble mean concentration.

The terms "predicted" and "estimated" are used in opposition with "measured" and "actual".
