Traditionally, administrative tribunals have been allowed to intervene in Higher Court proceedings where jurisdictional or operational matters have been in issue. The Human Resources Council(HRC) was founded in 1992 as the Personnel Renewal Council(PRC), to be a strong voice for Heads of Human Resources and the HR community on issues affecting the strategic direction of HR management in the Public Service.
