CSU 89 was created as the result of the fusion of CSU 8 and CSU 9. The two groups have different clients and still hold their own separate meetings. The Atlantic Provinces Special Education Authority(APSEA) is an interprovincial cooperative agency established in 1975 by joint agreement among the Ministers of Education of New Brunswick, Newfoundland, Nova Scotia, and Prince Edward Island.
