The United Nations Development Program(UNDP) launched the MicroStart programme in February 1997. The purpose of the programme is to build a new generation of microfinance institutions(MFIs) that have transparent track records and solid institutional and financial performance, which enable them to reach poor clients while operating on a sustainable basis. MicroStart also aims to improve the practice of microfinance within the UN system by establishing guidelines, providing technical assistance, and promoting training and learning opportunities that incorporate best practice in the field. The programme has been developed in response to demand from UNDP Country Offices for a practical and operational product to assist them in the delivery of quality programming to a well-defined niche in the evolving field of microfinance.

The PHM is an atomic clock with outstanding stability for averaging times from 1 to 100,000 seconds, to be used in precise positioning, time keeping and other on-boards applications. It is designed to perform in space environment for not less than 12 years. The operating principle exploits the stimulated energy emission occurring during the hyperfine transition of the atomic hydrogen in a miniaturised microwave cavity. The ultra stable RF [Radio Frequency] generated signal, at the frequency of 1420.4057517 .. MHz [megahertz], is used as a reference in a frequency synthesiser to generate the 10 MHz standard reference frequency.

Ces horloges constituent la base de temps des satellites, et donc l'élément clé de ce premier système de navigation européen. Elles permettent d'atteindre une stabilité de moins de 10 milliardièmes de secondes par jour. « C'est la première fois qu'un tel maser à hydrogène passif (PHM) est envoyé dans l'espace, et c'est lui qui donnera à Galileo ses performances uniques au monde. Pour donner un point de comparaison, nos horloges sont 10 millions de fois plus précises qu'une montre à quartz » [...] SpectraTime.

Le second satellite expérimental du système européen de positionnement par satellite Galileo, destiné notamment à tester l'horloge atomique la plus précise jamais placée en orbite à ce jour, a été lancé avec succès le 27 avril 2008 dernier du centre spatial de Baïkonour. Ce satellite de test, baptisé GIOVE-B (Galileo In-Orbit Validation Element) [...] Galileo, premier système européen de navigation et de positionnement par satellite [...] sera compatible avec les deux autres systèmes de navigation par satellite couvrant l'ensemble du globe : le système américain GPS et le système russe Glonass.

Le maser ("Microwave Amplification by Stimulated Emission of Radiation") à hydrogène est une horloge atomique extrêmement stable basée sur l'atome d'hydrogène. Il a été inventé par Kleppner et Ramsey en 1960 à l'université de Harvard. Le principe de fonctionnement est semblable à celui du LASER sauf que la radiation émise est une radiation micro-onde et non pas optique. Le maser à hydrogène est utilisé principalement en radioastronomie et en géodésie comme horloge pour la synchronisation de radiotélescopes utilisant la technique du VLBI (Very Long Base Interferometry). Il est utilisé également pour la poursuite des sondes planétaires (Deep Space Tracking). Dans le futur, il pourrait être utilisé dans les systèmes de navigation par satellite de type GPS à cause de sa très grande stabilité (cf l'avenir du temps atomique ).

In 1990 a research project was funded by the Commission of the European Communities, within the frame of the funding programme EPOCH with the aim of evaluating the possibility of such integration. The project, which title was "A Comprehensive Forecasting System for Flood Risk Mitigation and Control"(AFORISM)(Todini, 1995c) aimed at verifying different approaches in rainfall modelling as well as in rainfall-runoff modelling and their integration in a decision support system both for planning and for real time flood forecasting and management. In order to do so a feasibility study, based upon the Reno river, aiming at integrating all the innovative technologies in an operational decision support tool for flood forecasting and flood impact analysis was carried out by the following research groups.

The Coordination Group for Meteorological Satellites(CGMS) concerns itself with the coordination of operational topics. Membership is open to all operators of meteorological satellites, to prospective operators having a clear commitment to develop and operate such satellites, and to the WMO, because of its unique role as representative of the world meteorological data user community. The first meeting was held in September 1972, with representatives from the European Space Research Organization, Japan, the USA and observers from the World Meteorological Organization and the World Climate Research Programme(WCRP).

The GPCC(Global Precipitation Climatology Centre) is a central element of the Global Precipitation Climatology Project(GPCP) which was established by the WMO/ICSU [World Meteorological Organization/International Council of Scientific Unions] Joint Scientific Committee for the World Climate Research Programme [WCRP] at its Seventh Session(Lisbon, March 1986). The GPCC itself was established in August 1988 at the "Deutscher Wetterdienst"("DWD", National Meteorological Service of Germany) starting with a research and development phase. The GPCC is now going to be operational, and it is operated by the DWD as a contribution to international climate observation and research activities. The GPCC has internationally defined functions. In the future, the GPCC will act as a GCOS [Global Climate Observing System] specified global data centre for precipitation, and in this role, it will continue to participate in the GPCP, as agreed by WCRP, GCOS, and DWD. It also co-operates with WCP-Water, Global Runoff Data Centre(GRDC), UNEP-GRID Programme, and FAO Water-Department.

The Toulouse Space Centre(CST) has become a unique technical and operational centre in terms of both its size and the scope of its activities. Working in partnership with French industry, the CST develops complete space systems right through to their operational commissioning(e. g. positioning the Arabsat series), contributes to instrument design and development, participates in science projects and leads research or application programmes such as Spot, Hélios, Télécom, Argos and Sarsat-Cospas on behalf of CNES or space users. The CST is also responsible for the positioning and station-keeping of all satellites in CNES's charge. Its capabilities in the field of satellite operations are so renowned that it is used by French prime contractors to orbit satellites for operators outside France. The Toulouse Space Centre also runs a major research and technology programme. Its many technical facilities are used to investigate and analyse new basic technologies and to design future space systems.

The concept of "sustainable development" was first used in the mid-1970s, to suggest a broad policy goal of integrating environmental considerations into economic decisions. In 1980, the International Union for Conservation of Nature and Natural Resources(IUCN), in conjunction with UNEP [United Nations Environment Programme], the World Wildlife fund(WWF), and other organisations, published the World Conservation Strategy(WCS). L'OMS (Organisation mondiale de la Santé) a lancé un nouvel et ambitieux programme : le programme africain de lutte contre l'onchocercose (PALO), en étroite coopération avec la Banque mondiale, les gouvernements des 16 pays participants où la maladie sévit mais qui n'étaient pas visés par le programme initial, un consortium de donateurs bilatéraux et des organisations non gouvernementales de développement (ONGD). Ce nouveau programme, qui est devenu opérationnel en janvier 1996, a pour objet de maîtriser et, finalement, d'éliminer la maladie en tant que risque pour la santé publique sur tout le continent africain d'ici l'an 2002.

To be useful as an operational guide, social scoping is often cast in terms of the plant or animal species perceived by society to be important. Thus, among other more ecological criteria, Carins(1975) used commercial, recreational or aesthetic values as some of the bases for establishing a list of critical species. Similarly, Trutt(1978) established the focus for a major impact research programme on ’key species’ which were defined on the basis of abundance, and commercial, recreational and food value to man.
