The MCS system provides the primary tactical planning tool for the brigade. Supported by graphics decision support tools, including digital maps, aerial or satellite photos, dynamic 3D "flyover" view of the battlespace, and mobility analysis of the terrain, map overlays with intelligence and battle resources by unit. Commanders can quickly and clearly analyze different courses of action and take decisions based on thorough analysis of up-to-date situational assessment, various maneuver schemes, doctrine, and changes encountered during the course of action. Once detailed plan is determined, the MCS prepare and send warning operations orders, and related annexes. During the mission, the system provides automatic updates of friendly/enemy unit movement locations and battlefield geometry. As all information is maintained on the database, re-tasking of units is rapid and flexible. As an integrated part of the battle command systems, MCS receives information from external sources and updates those sources within predetermined operational plans. Such sources include intelligence, fire support, supply status and air operations requests.

The use of knowledge-based systems for picture compilation, situation assessment and resource allocation has been researched in DERA [Defence Evaluation & Research Agency] over the last ten years. An important product of this research is the combat management integration support environment(CMISE) which forms the test-bed for investigation into new and improved techniques for combat management systems. These payloads augment FLTSATCOM coverage at equatorial latitudes and provide polar UHF coverage to support the Single Integrated Operational Plan Aerospace supported preparations for transition of operations on polar packages from UHF to EHF.

In 1990 a research project was funded by the Commission of the European Communities, within the frame of the funding programme EPOCH with the aim of evaluating the possibility of such integration. The project, which title was "A Comprehensive Forecasting System for Flood Risk Mitigation and Control"(AFORISM)(Todini, 1995c) aimed at verifying different approaches in rainfall modelling as well as in rainfall-runoff modelling and their integration in a decision support system both for planning and for real time flood forecasting and management. In order to do so a feasibility study, based upon the Reno river, aiming at integrating all the innovative technologies in an operational decision support tool for flood forecasting and flood impact analysis was carried out by the following research groups.
