CSU 89 was created as the result of the fusion of CSU 8 and CSU 9. The two groups have different clients and still hold their own separate meetings. Part of Architectural and Engineering Services/Property and Facilities Management, Real Property Services. "On April 1, 1996, RPS formally implemented a new organizational model based on Client Service Units(CSUs) and Centres of Expertise(COEs). The CSUs are a dedicated organizational unit through which services are provided to a singular client or a portfolio of clients. The CSUs are supported by COEs which act as stewards of skills and knowledge in RPS business lines and program management. COEs manage a resource pool that may dedicate people on a full time basis to a particular CSU or provide services from ’home base’ to a number of CSUs. The CSUs are revenue centres and the COEs are cost centres. The NCA plays a national role and as such, the CSUs and COEs in the NCA are called National Client Service Units(NSCUs) and National Centres of Expertise(NCOEs). In addition to the provision of operational services to the NCA, the NCOEs formulate policy, establish national product standards, develop new/enhanced products and services for delivery to the CSUs and oversee their implementation. The NCOEs provide functional direction to Regional COEs in support of Real Property Services nationally. The MCS system provides the primary tactical planning tool for the brigade. Supported by graphics decision support tools, including digital maps, aerial or satellite photos, dynamic 3D "flyover" view of the battlespace, and mobility analysis of the terrain, map overlays with intelligence and battle resources by unit. Commanders can quickly and clearly analyze different courses of action and take decisions based on thorough analysis of up-to-date situational assessment, various maneuver schemes, doctrine, and changes encountered during the course of action. Once detailed plan is determined, the MCS prepare and send warning operations orders, and related annexes. During the mission, the system provides automatic updates of friendly/enemy unit movement locations and battlefield geometry. As all information is maintained on the database, re-tasking of units is rapid and flexible. As an integrated part of the battle command systems, MCS receives information from external sources and updates those sources within predetermined operational plans. The Covert Operations Branch at National Headquarters is the policy centre for the Source Development Unit Program. The purpose of the Source Development Unit Program is to prevent, investigate and disrupt criminal activities in Canada through the development of human sources who are believed to be capable of contributing information for national security and organized crime investigations. Source Development Units(SDU) are dedicated support teams that are target-specific, and have been trained in the application of specialized methodology. Each SDU will operate in a covert fashion. The role of SDUs is solely to develop human sources, i. e. targeting, researching, approaching and recruiting individuals, who are believed to be capable of contributing information for the investigation of criminal activity. The SDUs assigned to national security investigations report to the divisional Criminal Operations Officer/delegate. Canadian command relationship which gives the gaining commander full authority to direct and control all aspects of the operational activities and all movement of the unit or formation placed at his disposal, and, unless specifically excluded, the authority to direct and responsibility for the combat service support of the unit. The commander may assign missions or tasks to the entire unit or to its separate elements. He may delegate all or any part of his authority for the "under command" unit to a subordinate or adjacent commander. In grouping tactical aviation units "under command" of a land commander, the gaining commander will exercise his authority for the assignment of tasks to the separate elements of the force, the delegation of authority to subordinate commanders and the selection of and movement between deployment areas through the aviation component commander. Le commandant peut assigner des missions ou des tâches particulières à l'ensemble de l'unité ou à ses différents éléments. Il peut choisir de déléguer à un commandant subordonné ou voisin, la totalité ou une partie de ses pouvoirs, à l'égard de l'unité placée «en sous-ordre». Dans le cas des unités d'aviation tactique régies par le statut «en sous-ordre» d'un commandant de l'élément terre, le commandant bénéficiaire exerce son autorité par l'entremise du commandant de l'élément aviation dans les sphères suivantes : affectation de tâches aux différents éléments d'une force donnée, délégation de pouvoirs aux commandants subordonnés, choix et mouvements entre les différentes zones de déploiement.
