The program offers employers a 33 per cent wage subsidy for hiring post-secondary graduates in agriculture to work in their operations for a minimum of four months... Sponsored by CAHRC [Canadian Agricultural Human Resource Council] and HRSDC [Human Resources and Skills Development Canada], this program is one way we’re working to solve agriculture's recruitment and retention challenges. It provides employment opportunities to young people in Canada who are pursuing a future career in agriculture, while helping agriculture employers with wage contribution assistance. It also gives agriculture graduates opportunity to work in their career areas – while linking employers with educated workers.

CONT

Since people place a positive value on leisure, it is clearly inappropriate to assume that there is zero opportunity cost in employing labour which would otherwise be unemployed. Rather, the correct shadow price of this labour is its supply price, that is, that wage which is just sufficient to get it to work. One might suppose that the supply price of unemployed labour will be functionally related to the level of unemployment insurance benefits and to the average duration of unemployment.
