On June 5, 1984, the Inuvialuit Final Agreement was signed by the Prime Minister and the Minister of Indian Affairs and Northern Development, the Minister, Aboriginal Rights and Constitutional Development of the Northwest Territories Government, the Yukon Government Leader, and representatives of the Inuvialuit. It was the first comprehensive land claim agreement signed north of the 60th parallel and only the second in Canada at that time. The Agreement on Government Procurement(GPA) is to date the only legally binding agreement in the WTO focusing on the subject of government procurement. Its present version was negotiated in parallel with the Uruguay Round in 1994, and entered into force on 1 January 1996. In February 1997, Chile and Canada signed a Free Trade Agreement, which includes two parallel agreements : one on labour and one on the environment. The agreement entered info force in July 1997. The Agreement on Environmental Cooperation demonstrates the importance given to environmental considerations in Canada and Chile. The main objectives of the Agreement on Environmental Cooperation are to strengthen both the environmental cooperation between the two countries, and the effective enforcement of domestic environmental laws and regulations. In 1995, the Department of the Solicitor General Canada concluded negotiations with the Government of Quebec and the Kativik Regional Government. On July 1, 1995, the parties signed a tripartite agreement, ending March 31, 1998, on policing services north of the 55th parallel.
