The most important city of the province of Quebec, but not its capital. It occupies all the Île de Montréal(or Montréal Island), the biggest island of the Hochelaga Archipelago, at the confluence of the St. Lawrence River and the Ottawa River. In 1535, Jacques Cartier visited the native village of Hochelaga on the slope of what he named "Mont Royal, "but by 1608, year of the foundation of Québec, all the Iroquoians were gone. At the same location, Ville-Marie was founded as a missionary colony by Paul de Chomedey de Maisonneuve in 1642, though it was not until the conclusion of the "Grande Paix"(peace treaty) of 1701 that the colony stopped living in a permanent state of war. The establishment became the great centre of the fur trade and a starting point for expeditions by the coureurs de bois and voyageurs of the time. Trade from the port and agriculture on the surrounding plains contributed to the development of the city. By the 1820s, its population outnumbered that of the city of Québec. A dynamic merchant class began to invest and "St. James Street, "now "la rue Saint-Jacques, "became the country's financial centre. Around 1831, large-scale immigration enabled the population of British origin to be the majority in the city but, at the time of Confederation in 1867 and after, the francophones were again in the majority, gradually making the city the centre of the French culture in America. Erected as a municipality in 1832, the city underwent a steady growth with the addition of the territories of 35 towns over the years. If Toronto grabbed the title of "Business Capital" by the end of the 20th Century, Montréal remained the "Metropolis of Canada. Land mines are a fundamental impediment to post-conflict reconstruction and development. Yet, mine action programs which focus narrowly on eliminating or limiting the devastating impacts of these weapons, risk over looking the complex peace building and developmental needs of countries infected by land mines. The ICBL was launched in October 1992 by a group of six non-governmental organizations : Handicap International, Human Rights Watch, Medico International, Mines Advisory Group, Physicians for Human Rights and Vietnam Veterans of America Foundation. These founding organizations witnessed the horrendous effect of mines on the communities they were working with in Africa, Asia, the Middle East and Latin America and saw how mines hampered and even prevented their development efforts in these countries. The International Campaign to Ban Landmines(ICBL) is a global network in over 70 countries that works for a world free of antipersonnel landmines and cluster munitions, where landmine and cluster munition survivors can lead fulfilling lives. The Campaign was awarded the Nobel Peace Prize in recognition of its efforts to bring about the 1997 Mine Ban Treaty. Since then, we have been advocating for the words of the treaty to become a reality, demonstrating on a daily basis that civil society has the power to change the world. As a member of the Cluster Munition Coalition, the ICBL is engaged in the global effort to ban cluster munitions and to address their humanitarian impact. In December 2006, the ICBL decided to engage extensively in the global effort to prohibit cluster munitions. This marked the first time that the ICBL had become significantly engaged on an issue other than antipersonnel mines. Nous nous prononçons contre et condamnons l'utilisation des mines et des armes à sous-munitions et appelons les États non parties à adhérer aux traités. The International Military Sports Council, known by its acronym "CISM", is an international sports association composed of the armed forces of member nations accepted by the General Assembly. CISM is open to the armed forces of all nations. The UN General Assembly established November 21 as World Television Day to encourage nations to exchange cultural programming focusing on peace, security, economic and social development. The announcement was made in resolution 51/205, at the 99th plenary meeting of the Assembly, on December 17, 1996.
