Legal instrument first devised for the joint execution of the Polar Platform and POEM-1 Programmes. The text proposed is to be approved by the Participants like the Declarations, being related to two legally separate programmes, establishing a link between these two programmes. The aim of the act is twofold : firstly to ensure that the two declarations start simultaneously and secondly that their execution be managed in a unified manner. This legal instrument in a sense complements the provisions of both Declarations and of the implementing rules. The Polar Orbiting Earth Observation Mission(Poem-1), which is a large satellite for the monitoring of the environment scheduled to be launched in 2000. The objective of the Polar Orbiting Earth Observation(Poem-1) is to develop and build a new satellite platform to accommodate Earth Observation Instruments and supply them with the necessary energy. La Mission d'observation de la Terre sur orbite polaire (Poem-1), un gros satellite de surveillance environnementale dont le lancement est prévu en l'an 2000.
