The Convention for Co-operation in the Protection and Development of the Marine and Coastal Environment of the West and Central African Region(Abidjan Convention) was adopted in 1981. The Convention and its protocol concerning cooperating in combating pollution in cases of emergency came into force in 1984. To date the Convention covers the marine environment, coastal zones and related inland waters falling within the jurisdiction of the States of the Western African Region, from Mauritania to South Africa.

Through the Shellfish Water Quality Protection Program, Environment Canada is responsible for monitoring bacterial water quality in shellfish growing areas. These surveys represent a substantial commitment of effort and resources to ensure the proper evaluation of approximately 25, 000 km of Atlantic coastline. Water surveys are used to determine the classification of coastal waters as to their suitability for the harvesting of molluscan shellfish. The surveys are based on the sanitary and bacteriological water quality conditions in the area. The Shellfish Water Quality Protection Program also promotes pollution prevention, remediation and restoration of shellfish growing areas.

Par le truchement du Programme de salubrité des eaux coquillières, Environnement Canada est responsable de la surveillance du taux de bactéries dans l'eau des aires de croissance des coquillages. Un niveau substantiel d'efforts est nécessaires pour assurer l'évaluation adéquate des quelques 25 ooo km du littoral atlantique. Des relevés d'analyses bactériologiques permettent de déterminer quelles eaux côtières conviennent le mieux à la récolte de mollusques. Ces relèves se fondent sur la qualité sanitaire et bactériologique de l'eau de la région. Le Programme de salubrité des eaux coquillières favorise aussi la prévention de la pollution et la biorestauration des zones de croissance des mollusques.
