An arrangement or procedure under which a debtor pays to a a debt pooler money to be distributed or paid, according to a system, by that debt pooler to three or more creditors of the debtor.

CONT

Debt pooling allows [anyone] to “pool all of your debt” and make a monthly payment to retire the full amount of the debt plus a nominal interest charge. Debt pooling is similar to a consolidation loan in that you now only... one monthly payment [is made]. The advantage is that usually the interest is greatly reduced, you are not providing any additional collateral, and no co-signor or guarantor is required. A debt pooling repayment plan should generally only be considered if the entire obligation can be retired in a reasonable time period – usually under five years.

Debt pooling is a flexible alternative to bankruptcy or consumer proposal, allowing [someone] to pay [their] debts in full. It is designed for people who are struggling with their debts and typically have over $10,000 of unsecured debt and are unable to obtain a low cost unsecured loan.

[International test of the IEA(International Energy Agency) Emergency Oil Sharing System :]... Canada had an obligation to give up crude oil and petroleum products to the IEA pool so that the shortage in all countries would be no more than 10 per cent of the base period consumption.

Under the revised system, which will apply to loans whose invitation to negotiate is sent on or after May 18, 1989, calculation of the average cost of the Bank's debt for the purpose of setting the lending rate will be done by using currency weights representing the composition of currencies in the currency pool rather than the composition of currencies in the Bank's debt, qualified borrowings will be redefined to exclude those borrowings allocated to the funding of the Bank's investment in liquid assets and two technical adjustments will be made to reduce the lag between the time period over which the Bank's average cost of debt is calculated and the period over which the lending rate is applied to balances outstanding on a given loan, with the new lending rate being calculated quarterly and new rates being applied at the start of each quarter rather than at the start of each interest period.
