Grants reduce the probability of poor countries experiencing debt distress. As we are seeing in the cases of Niger and Ethiopia, countries’ debt levels remain at unsustainable levels, despite HIPC [Heavily Indebted Poor Countries] debt relief and additional "topping-up" assistance. Grants free up scarce public resources, which would otherwise have been used to pay off outstanding loan commitments. These resources can be used to fund the kind of productive investments... such as infrastructure improvements and agricultural programs, which contribute to economic growth and poverty reduction.

On April 20th Ethiopia finally reached Completion Point under the Heavily Indebted Poor Countries (HIPC) Initiative and received ’topping-up’ debt relief.

Fisheries and Oceans Canada. Fish and fish products imported into Canada are inspected to prevent the marketing of unsafe, unwholesome or mislabled products. Increased inspection effort is directed at foreign processors which have demonstrated a history of poor compliance with Canadian standards. The costs of the Import Inspection Program are partially recovered. Importers must obtain an import licence and are also required to pay an inspection services fee for each shipment of fish imported plus examination fees for products that have a history of non-compliance.

Le poisson et les produits du poisson importés au Canada sont inspectés afin de prévenir la commercialisation de produits malsains, présentant des dangers pour la santé ou étiquetés incorrectement.
