"delivered ex quay" means that the seller delivers when the goods are placed at the disposal of the buyer not cleared for import on the quay(wharf) at the named port of destination. The seller has to bear costs and risks involved in bringing the goods to the named port of destination and discharging the goods on the quay(wharf). The DEQ term requires the buyer to clear the goods for import and to pay for all formalities, duties, taxes and other charges upon import. This is a reversal from previous Incoterms versions which required the seller to arrange for import clearance.

delivered ex quay: This term can only be used when the goods are to be delivered by sea or inland waterway or multimodal transport on discharging from a vessel onto the quay (wharf) in the port of destination. However, if the parties wish to include in the seller’s obligations the risks and costs of the handling of the goods from the quay to another place (warehouse, terminal, transport station, etc.) in or outside the port, the DDU or DDP terms should be used.

«rendu à quai» signifie que le vendeur a dûment livré dès lors que la marchandise, non dédouanée à l'importation, a été mise à la disposition de l'acheteur à quai au port de destination convenu. Le vendeur doit supporter tous les frais et risques inhérents à l'acheminement de la marchandise jusqu'au port de destination convenu et pour son déchargement sur le quai. Le terme DEQ exige que l'acheteur dédouane la marchandise à l'importation et paie les frais liés aux formalités douanières ainsi que tous droits, taxes et autres redevances exigibles à l'importation. C'est là un renversement de situation par rapport aux versions antérieures des Incoterms qui mettaient à la charge du vendeur le dédouanement à l'importation.

The fire extinguishing equipment for an airliner such as the Douglas DC-10 incorporates three systems with six pressurized agent containers, two for each engine. The containers for the wing-mounted engines are located in pairs in the leading edge of the wing between the nacelle and the fuselage on each side of the aircraft.... The discharge cartridge is an electrically fired explosive unit that provides force to rupture the disk seal in the outlet port of the container and release the extinguishing agent to the deployment lines. One discharge cartridge is installed on each wing-mounted container and two are installed on the aft-engine container. The discharge cartridge contains two squibs(explosive charges) that are fired by an electric circuit that heats the powder to the ignition point. When the fire extinguisher control handle is pulled down, the electric circuit is closed and the squibs are fired. The force of the explosion ruptures the disk seal, thus releasing the extinguishing agent. A screen in the discharge head prevents particles of the disk from entering the deployment line.

ICC-Incoterms 1990 : Delivered Ex Quay(duty paid) "means that the seller fulfils his obligation to deliver when he has made the goods available to the buyer on the quay(wharf) at the named port of destination, cleared for importation. The seller has to bear all risks and costs including duties, taxes and other charges of delivering the goods thereto. This term should not be used if the seller is unable directly or indirectly to obtain the import licence. If the parties wish the buyer to clear the goods for importation and pay the duty the words "duty unpaid" should be used instead of "duty paid". If the parties wish to exclude from the seller's obligations some of the costs payable upon importation of the goods(such as value added tax(VAT), this should be made clear by adding words to this effect :"Delivered ex quay, VAT unpaid... named port of destination) ". This term can only be used for sea or inland waterway transport.
