The Publications Assistance Program(PAP), launched in 1997, is a modified version of its immediate predecessor, the Publications Distribution Assistance Program, which was eliminated in 1996 after responsibility for the postal subsidy was transferred from the Canada Post Corporation to the Department of Canadian Heritage. Among other activities, PAP is specifically designed to : encourage the wide and affordable dissemination of Canadian cultural products in the form of printed material-specifically periodicals, commercial newsletters, and small weekly community and ethnocultural newspapers-by ensuring that these Canadian publications are available to Canada's widely dispersed readers at comparable costs; recognize the important role played by small community weekly newspapers in rural communities by ensuring that they continue to be accessible to their readers; and support the vitality of the English and French minority official language and ethnocultural weekly newspapers.

Le Programme, lancé en 1997, est une version modifiée de son prédécesseur immédiat, le Programme d'aide à la distribution des publications, qui a été aboli en 1996 après le transfert de la responsabilité de la subvention postale de la Société canadienne des postes au ministère du Patrimoine canadien. Entre autres, le PAP a été spécialement conçu afin : d'encourager la diffusion à grande échelle et à un coût raisonnable des produits culturels canadiens sous forme de matériel imprimé périodiques, bulletins commerciaux, petits journaux hebdomadaires locaux et journaux ethnoculturels en s'assurant que les publications canadiennes soient accessibles aux lecteurs largement dispersés sur le territoire canadien, à des prix comparables; de reconnaître le rôle important joué par les petits journaux hebdomadaires au sein des communautés rurales en s'assurant qu'ils demeurent accessibles aux lecteurs; de soutenir la vitalité des communautés minoritaires francophones et anglophones ainsi que les journaux hebdomadaires ethniques.
