The Special Program for African Agricultural Research(SPAAR) is an open coalition that seeks to enhance the contribution of agricultural research for food security, environmental sustainability and economic development in Africa. Its principal mission is to promote institutional reforms of agricultural research institutions, as a precondition for their sustainability and impact. SPAAR was established in 1985 by a group of donors that had come to realize that their approach to supporting African agricultural research was not effective in developing sustainable local capacity. In view of the pressures to account for resources and demonstrate impact donors tended to design free-standing projects that they could control. Le Programme spécial pour la recherche agricole en Afrique (SPAAR) a été créé en 1985 par un groupe de donateurs, sous le parrainage de la Banque mondiale. Ayant pour mandat d'accroître l'efficacité de l'aide aux systèmes africains de recherche agricole, il articule son action autour des axes suivants : optimiser l'utilisation des ressources existantes; éviter les duplications d'activités; développer les échanges d'informations sur la recherche; et encourager la collaboration régionale et internationale afin de maximiser les synergies. Le SPAAR, qui se présentait au départ comme un cercle restreint de donateurs, est devenu au fil du temps une large coalition rassemblant tous les acteurs intéressés par la recherche agricole en Afrique. The United Nations Development Program(UNDP) launched the MicroStart programme in February 1997. The purpose of the programme is to build a new generation of microfinance institutions(MFIs) that have transparent track records and solid institutional and financial performance, which enable them to reach poor clients while operating on a sustainable basis. MicroStart also aims to improve the practice of microfinance within the UN system by establishing guidelines, providing technical assistance, and promoting training and learning opportunities that incorporate best practice in the field. The programme has been developed in response to demand from UNDP Country Offices for a practical and operational product to assist them in the delivery of quality programming to a well-defined niche in the evolving field of microfinance. 1, record 3, English, - MicroStart

Le Programme des Nations Unies pour le développement (PNUD) a lancé le programme MicroStart, en février 1997. L’objectif du programme MicroStart est de bâtir une nouvelle génération d’institutions de microfinance (IMF), qui font montre de transparence, possèdent de solides capacités institutionnelles et sont financièrement performantes – des caractéristiques qui leur permettent d’atteindre les clients défavorisés de manière durable. MicroStart vise également à affiner la pratique de la microfinance au sein du système des Nations Unies. Il propose ainsi des orientations, fournit une assistance technique, favorise la formation et l’apprentissage grâce à l’intégration des pratiques de microfinance ayant fait leurs preuves sur le terrain. Le programme est né suite à la demande des bureaux régionaux du PNUD qui nécessitaient un appui pratique et opérationnel pour les aider à exécuter des programmes de qualité, ciblés sur un créneau bien défini du secteur en pleine expansion qu’est la microfinance. Depuis son lancement en 1997, MicroStart a été déployé ou est déployé dans vingt pays, et des subventions ont été octroyées à 68 institutions de microfinance (IMF). 1, record 3, French, - MicroStart
