The Agreement on Port State Measures(PSMA) is the first binding international agreement to specifically target illegal, unreported and unregulated(IUU) fishing. Its objective is to prevent, deter and eliminate IUU fishing by preventing vessels engaged in IUU fishing from using ports and landing their catches. In this way, the PSMA reduces the incentive of such vessels to continue to operate while it also blocks fishery products derived from IUU fishing from reaching national and international markets. 4, record 5, English, - Agreement%20on%20Port%20State%20Measures%20to%20Prevent%2C%20Deter%20and%20Eliminate%20Illegal%2C%20Unreported%20and%20Unregulated%20Fishing

2, record 5, French, - Accord%20relatif%20aux%20mesures%20du%20ressort%20de%20l%27%C3%89tat%20du%20port%20visant%20%C3%A0%20pr%C3%A9venir%2C%20contrecarrer%20et%20%C3%A9liminer%20la%20p%C3%AAche%20illicite%2C%20non%20d%C3%A9clar%C3%A9e%20et%20non%20r%C3%A9glement%C3%A9e

The general heuristic called means-end analysis is related to specific task performing : the problem statement is transformed into a target or goal state that represents the solution to the problem. This state provides a means of identifying a proper solution to the problem. A new kind of L-band long-range surveillance radar family designed not only for air traffic control and air defense but also for shipboard air defense.... Quadraphase coded pulse compression techniques are employed. Depolarization occurs when the polarization state changes between the transmitted and received signal. For example, changing a HH to a HV response. There are four mechanisms known to cause depolarization : a quasi-specular reflection as a result of the difference between the Fresnel reflection coefficients for a two-dimensional, smoothly undulating surface [;] a multi-scattering due to target surface roughness [;] a multiple scattering due to volume scattering [;] anisotropic properties of the targets. 3, record 14, English, - depolarization

2, record 14, French, - d%C3%A9polarisation

Unlike the cyberterrorist, the technoterrorist will target and attack those systems that exist in the physical world to disrupt cyberspace. Thus, the computer itself(hardware rather than software) is the target of the technoterrorist. In managing databases, extract, transform, load(ETL) refers to three separate functions combined into a single programming tool. First, the extract function reads data from a specified source database and extracts a desired subset of data. Next, the transform function works with the acquired data-using rules or lookup tables, or creating combinations with other data-to convert it to the desired state. Finally, the load function is used to write the resulting data(either all of the subset or just the changes) to a target database, which may or may not previously exist. 1, record 18, English, - extract%2C%20transform%2C%20load
