The ARGOS Joint Tariff Agreement(JTA) is organized under the World Meteorological Organization and Intergovernmental Oceanographic Commission. The JTA consists of 25 member countries who annually meet and negotiate a preferential tariff structure which is available to all government-financed or non profit programs whithin member countries. The JTA also considers and recommends ARGOS system requirements to improve the system for users.

The Harmonized Tariff Schedule of the United States(HTS) was enacted by Congress and made effective on January 1, 1989, replacing the former Tariff Schedules of the United States. The HTS comprises a hierarchical structure for describing all goods in trade for duty, quota, and statistical purposes. This structure is based upon the international Harmonized Commodity Description and Coding System(HS), administered by the World Customs Organization in Brussels; the 4-and 6-digit HS product categories are subdivided into 8-digit unique U. S. rate lines and 10-digit non-legal statistical reporting categories.

Using Tarif Indices to Evaluate Preferential Trading Arrangements : An Application to Chile. Calculations for the case of Chile show that the index is simple to calculate because of its recursive structure, which allows large amounts of detailed tariff line data to be aggregated for use with domestic production data that is available only at a more aggregated level.

One price structure that is generally consistent with economic efficiency is referred to as the two or, more generally, the multi-block tariff. This approach is based on the fact that efficiency requires that price equal marginal cost only for the last unit purchased, so that the price of intramarginal units can be adjusted. For example, under a declining cost situation, with a two-part tariff structure there could be a lump sum or hookup charge and then all units sold would be priced at marginal cost. However, too high a lump sum charge may prevent some customers from purchasing service at all. To avoid this problem a multi-block declining tariff could be used. The last or "tailing" block rate would be set at marginal cost.
