The First Nations Policing Policy(FNPP) was introduced by the federal government in June 1991 to provide First Nations across Canada with access to police services that are professional, effective, culturally appropriate, and accountable to the communities they serve. The FNPP, administered by the Department of the Solicitor General since April 1992, operates on the principle of partnership. La politique sur la police des Premières nations a été adoptée par le gouvernement fédéral en juin 1991, pour que les Premières Nations du Canada puissent bénéficier de services de police professionnels, efficaces, adaptés à leurs cultures et dont les responsables rendent compte aux populations locales. La Politique, que le ministère du Solliciteur général applique depuis avril 1992, s'appuie sur le principe du partenariat. A state may grant a right of exclusive use over a part of its territory to another state, retaining sovereignty, but conceding the enjoyment of the liberties of the territorial sovereign. The difference between extinction through the principle rebus sic stantibus and lapse through non-applicability becomes important when the preceding territorial situation is revived, or when in some other way the treaty once again becomes of practical importance through some succeeding change of circumstances. For an extinct treaty cannot revive; whereas a lapsed treaty may do so.
